Richard Neal (Democratic Party) is a member of the U.S. House, representing Massachusetts' 1st Congressional District. He assumed office on January 3, 2013. His current term ends on January 3, 2025.

Neal (Democratic Party) is running for re-election to the U.S. House to represent Massachusetts' 1st Congressional District. He declared candidacy for the Democratic primary scheduled on September 3, 2024.[source]

Neal represented Massachusetts' 2nd Congressional District in the U.S. House from 1989 to 2013.

At the start of the 116th Congress, Neal became Chair of the House Committee on Ways and Means, whose jurisdiction includes tax and revenue legislation. He was the committee's ranking member in the 115th Congress. Neal is also an at-large whip for the House Democratic caucus and the Democratic Leader of the Friends of Ireland Caucus.[1]

Prior to serving in Congress, Neal served on the City Council and as Mayor of Springfield, Massachusetts.

Biography

Neal was born in Worcester, MA. He received a bachelor's in political science from American International College. He continued his education at the University of Hartford, earning a master's in public administration.[2] Prior to his congressional career, Neal served as mayor of Springfield, Massachusetts.[3]

American response in Syria

Neal issued a statement regarding the situation in Syria on September 2, 2013.[147] In it he said, “I am pleased that President Obama is going to seek Congressional approval for any use of force in Syria. As someone who voted against the Iraq war, I want to see if the UN inspectors conclude that chemical weapons were used to attack and kill innocent civilians outside Damascus on August 21st. While the Syrian government needs to be held accountable for its outrageous behavior, I believe that every diplomatic option ought to be exhausted before the United States and its international partners contemplate any military action in the region.”[147]

Economy

King Amendment

Neal signed a letter sent to Collin Peterson in August 2013, asking him to keep Steve King's amendment out of the final Farm Bill.[148] The "Protect Interstate Commerce Act" amendment prevents states from applying their own laws on agricultural products to agricultural products from another state.[149] King introduced the amendment in response to a law in California, requiring a larger size cage for egg-producing chickens. King represents Iowa, which is a large egg producer.

Massachusetts lost a U.S. House seat due to the updated 2010 census. Neal ran for re-election in 2012. Neal ran in Massachusetts' 1st Congressional District as he absorbed a good portion of western Massachusetts. He defeated Andrea Nuciforo, Jr. and Bill Shein in the Democratic primary on September 6, 2012. No Republicans filed to run for election in the district. Neal was unopposed in the general election on November 6, 2012.[153][154][155]
