2016

The following issues were listed on Kind's campaign website. For a full list of campaign themes, click here.

  • Veterans: When the brave men and women of our armed services return home, they deserve access to the best possible services and programs our nation can provide. Our commitment to our veterans can't end when they return home, which is why I work to make sure no veteran is left behind.
  • Health Care: Providing affordable and quality health care has been one of my goals since I was elected. That's why I'm proud that the Affordable Care Act has helped more people receive access to health care while driving down costs throughout the country. Although we still have more work to do, we've come a long way towards helping people maintain their health and wellbeing.
  • Education: The 3rd Congressional District is home to 14 colleges and universities and education is critical to the future of our children and grandchildren.
  • Economy: Supporting economic growth and opportunity starts by creating good paying jobs and strengthening our middle class. If we want to remain the leading nation in innovation and creativity, we need to train a workforce that can compete on the global stage.
  • Conservation: Some of my best memories growing up were of fishing, hunting, and camping in the great outdoors of Wisconsin. It's vital that we ensure those same opportunities are available for future generations.

The Personal Gain Index (U.S. Congress) is a two-part measurement that illustrates the extent to which members of the U.S. Congress have prospered during their tenure as public servants.
It consists of two different metrics:

PGI: Change in net worth

See also: Changes in Net Worth of U.S. Senators and Representatives (Personal Gain Index) and Net worth of United States Senators and Representatives
Net Worth Metric graphic.png

Based on congressional financial disclosure forms and calculations made available by OpenSecrets.org, Kind's net worth as of 2012 was estimated between $213,009 to $595,000. That averages to $404,004.50, which is lower than the average net worth of Democratic House members in 2012 of $5,700,168.36. Kind ranked as the 293rd most wealthy representative in 2012.[154] Between 2004 and 2012, Kind‘s calculated net worth[155] decreased by an average of 6 percent per year. Between 2004 and 2012, the average annual percentage increase for a member of Congress was 15.4 percent.[156]

2004$773,630
2012$404,004
Growth from 2004 to 2012:−48%
Average annual growth:−6%[157]
Comparatively, the American citizen experienced a median yearly decline in net worth of -0.94%.[158]

The data used to calculate changes in net worth may include changes resulting from assets gained through marriage, inheritance, changes in family estates and/or trusts, changes in family business ownership, and many other variables unrelated to a member's behavior in Congress.

PGI: Donation Concentration Metric

See also: The Donation Concentration Metric (U.S. Congress Personal Gain Index)

Filings required by the Federal Election Commission report on the industries that give to each candidate. Using campaign filings and information calculated by OpenSecrets.org, Ballotpedia calculated the percentage of donations by industry received by each incumbent over the course of his or her career (or 1989 and later, if elected prior to 1988). Kind received the most donations from individuals and PACs employed by the Health Professionals industry. Comparatively, the top industry employer in Wisconsin's 3rd Congressional District was Educational services, and health care and social assistance, according to a 2012 U.S. Census survey.[159]

From 1995-2014, 26.79 percent of Ribble's career contributions came from the top five industries as listed below.[160]
